Troy is a 1989 graduate of the Gallipolis City School District and holds an Associate Degree in Police Science from Hocking Technical College and Bachelor Diploma in Christian Ministry from the Wagner Leadership Institute. He is also a graduate of the Northwestern University Center for Public Safety, Police Staff & Command Course.

Troy served as an Ohio State Trooper obtaining the rank of Lieutenant and commanding the Motor Carrier Enforcement Division for the Patrol. He has served in his current role as Director of Transportation & Safety for the Gallipolis City School District since 2009. Troy is a commissioned police officer with the City of Gallipolis and as a deputy sheriff with the Gallia County Sheriff’s Department. Troy is active in teaching school safety and holds instructor certificates in A.L.I.C.E. and R.A.I.D.E.R. from the ALICE Training Institute.

Troy currently serves as the Treasurer for the Congressman Ryan Smith of the 93 Congressional District, Vice Chairman of the Southeastern Ohio Safety Council, Director of Transportation for the Gallia County Local Emergency Planning Committee, Administrative Officer and Elder for his church, River City Fellowship, and serves as a commissioner for the Gallipolis City Planning Commission and the Gallipolis City Historical and Preservation Board. He is a former commissioner of the Raccoon County Park District.

Troy is also the president and owner of two success property management and consulting companies. He currently resides in Gallipolis with his wife and three children.
